The Institute of Public Administration focuses on the functioning of various political-administrative systems locally, nationally, and internationally, the relationship between politics and administration, the organisation of the civil service, issues of ethics, and policy analysis. Special emphasis is placed on the importance of institutions for the functioning and reform of political-administrative processes.

Pre-master’s

The Pre-Master

The Admission committee compares your knowledge and skills with those acquired during the BA Public Administration as taught at Leiden University. When these two overlap for the majority but not all of the skills the Admissions Board will send you a letter which states which course(s) you need to obtain in order to be admitted to the Master’s programme. The Admissions Board states exactly which courses from the Pre-Master programme you need to obtain – so the Pre-Master is taylor made for you! – in order to cancel out your deficiencies in the aforementioned letter. The Pre-Master programme runs only from September to January. The maximum number of credits to obtain is 30.0 ECTS.

Apply to Master’s Programme

Please note that the Pre-Master is not an independent programme. Therefore you cannot apply to be admitted to the Pre-Master, but you need to apply for the Master’s Programme.

Decision on admission

After your official application, the Admission committee will decide whether you can be:
a) admitted directly
b) not admitted
c) admitted to the Pre-Master programme

The committee looks at in how far your prior education (and possibly your work experience) overlaps with the knowledge of a Bachelors degree in Public Administration. If c) is the case, the admissions committee will inform you exactly what courses you need to finish before you can be admitted to the Masters programme, so that any deficiencies are eliminated before you start with the Masters programme.

Only the Admissions committee can inform you (after your official application) about your possible admission; no such information is provided via email and the like.

Not yet graduated?

You are welcome to apply before having actually graduated. When applying before graduation please mention your (expected) graduation date and submit all transcripts obtained to date. Please do bear in mind that if you are admitted, this will be a conditional admission until we have received your diploma and final transcripts.

HBO

If you are currently a student at a Dutch HBO, you can take the premaster courses before having actually graduated but only if you have applied and if you are admitted to the pre-master. Please note that the premaster courses cannot be part of a minor or elective. The Haagse Hogeschool selects students who are eligible for the premaster. Only those students who are selected can take those courses during the HBO. Others from the HHS can only take premaster courses after they graduated.

You will not receive a bachelor diploma in Public Administration after successfully finishing the Pre-Master courses as this programme has only the intention to eliminate deficiencies.

Pre-master programma

Candidates who do not fully qualify for entering the master’s in Public Administration directly can be admitted to the pre-master’s programme
