The Master’s specialisation in Comparative Public Management focuses on the issue of the complex management of the public sector. We address issues of management, strategy development and achieving purposeful change in public organisations in the context of public administration in the Netherlands. The open nature of public administration and its multi-level governance character gives rise to complexity and challenges for the public sector manager. A key question in this specialisation is: How is this complexity handled so as to ensure that high-quality public service is provided?
